Establishes a new registration program for certified mobile farmers' markets operated by California producers, local government agencies, or nonprofit organizations, with an annual registration fee not to exceed $200.

Requires certified mobile farmers' market operators to sell only agricultural products from California producers with valid certified producer's certificates and comply with food safety, labeling, and organic product identification requirements.

Mandates that operators selling agricultural products not of their own production obtain a produce dealer license and operate as permitted mobile food facilities under the California Retail Food Code.

Requires the State Department of Public Health to include criteria for certified mobile farmers' markets to participate in the WIC Farmers' Market Nutrition Program in the next state plan submission to the federal government.

Exempts certified mobile farmers' markets selling only whole fruits, vegetables, cottage food products, and prepackaged nonpotentially hazardous foods from the requirement to operate in conjunction with a commissary or mobile support unit.
