Allows residential construction to repair, restore, or replace buildings damaged in state-proclaimed disasters to comply with photovoltaic system requirements that were in effect when the original building was constructed, rather than current requirements.

Only applies if the owner's income is at or below the county median income, the rebuilt building does not exceed the original square footage, construction occurs on the original site, and the owner did not have code upgrade insurance at the time of damage.

Expires January 1, 2028, at which point the section is repealed.

Requires local agencies to determine applicable photovoltaic requirements but provides no state reimbursement for this mandate, citing local authority to levy fees sufficient to cover costs.
