Amends Government Code sections 51036 and 51038 to add a definition of "annual fair" as an annual fair operated by a district agricultural association, county fair, or citrus fruit fair under Food and Agricultural Code Division 3.

Authorizes local authorities to prohibit sidewalk vendors from operating within 250 feet of entrances and exits of annual fairs during the fair's operating hours.

Authorizes local authorities to prohibit sidewalk vendors from operating within 250 feet of entrances and exits of parking lots on fairgrounds used during annual fair operating hours.

Moves definitions of "annual fair," "certified farmers' market," and "swap meet" from section 51038(d) to new section 51036(a)-(g) for clarity and organizational purposes.
