Establishes the Antidisplacement Commercial Property Acquisition Program to be administered by the Governor's Office of Business and Economic Development (GO-Biz) to provide low-interest loans to nonprofit organizations and land trusts for acquiring commercial property in gentrification-vulnerable communities.

Creates the Antidisplacement Commercial Property Acquisition Revolving Loan Fund in the State Treasury to finance the program, with loan repayments and fees deposited back into the fund for future appropriation.

Requires GO-Biz to adopt regulations prioritizing the preservation of Black-, indigenous-, people of color-, and women-owned businesses and acquisition of property in culturally significant commercial corridors, with long-term use restrictions and social impact requirements.

Mandates GO-Biz report to the Legislature by January 1, 2030, or five years after the first loan disbursement, whichever is later, on the program's progress in achieving its goals.

Program implementation is contingent upon legislative appropriation through the annual Budget Act or other statute.
