Establishes the CalWORKs Indian Health Clinic Program to fund Indian health clinics providing substance abuse and mental health services to CalWORKs and tribal TANF applicants and recipients in California.

Expands the definition of eligible individuals to include those who self-attest to applying for or receiving CalWORKs or tribal TANF assistance, and allows clinics to serve individuals verified or self-attesting as Medi-Cal enrolled.

Permits Indian health clinics to accept self-attestation as conclusive proof of eligibility without further verification.

Allows Indian health clinics to request advance payments of up to 50% of their annual allocated amount at the beginning of each state fiscal year, contingent on timely submission of prior-year reports and department approval within 90 days.

Requires the Department of Social Services to remit advance payments if funds are appropriated through the Budget Act, and to remit remaining allocated amounts upon receipt of written request and supporting documents from clinics.
