Establishes the Equitable Access to Zero-Emission Vehicles Fund in the State Treasury with moneys available upon legislative appropriation for vehicle rebate programs and dealership incentives.

Requires the State Air Resources Board to establish a rebate program by July 1, 2025 that allows consumers to receive rebates at the time of vehicle purchase and restricts incentives based on manufacturer's suggested retail price.

Authorizes the state board to offer incentives for low-emission vehicles without zero-emission alternatives available in the current model year, limited to three model years per vehicle model.

Requires biennial reports to the Legislature starting December 31, 2026 detailing rebates provided, vehicle classes purchased, income brackets of recipients, geographical distribution, and recommendations for program improvements.

Directs funding to support the Clean Cars 4 All Program, the new zero-emission vehicle rebate program, and financial incentives to dealerships completing qualifying vehicle sales.
