Restricts landlord deductions from security deposits to only repairs and cleanings identified in the initial inspection itemized statement if the unit contained no tenant possessions preventing identification of damages.

Prohibits landlords from claiming any security deposit amount if they fail in bad faith to comply with itemized statement requirements including providing photographs and cost explanations.
