Permits nonminor dependent and minor participants to share housing units with other participants (including siblings or coparents), Transitional Housing Program-Plus participants, nonparticipant roommates, siblings, coparents, or their own children, subject to provider approval and departmental specifications.

Establishes that providers must prioritize program participants for housing and allow current residents to reject inclusion of nonparticipants in their existing units.

Authorizes the State Department of Social Services to implement and interpret the bill's requirements through all-county letters or similar instructions until formal regulations are adopted.

Exempts the state from providing reimbursement to local agencies for costs related to changes in criminal penalties or the definition of crimes under state constitutional provisions.
