Adds electric vehicle charger repair and replacement programs to eligible funding categories under the Clean Transportation Program administered by the State Energy Resources Conservation and Development Commission.

Limits charger repair and replacement funding to nonoperational chargers at least 5 years old in publicly available parking spaces, excluding chargers owned by network providers that received state incentives or ratepayer-funded incentives.

Requires at least 50% of charger repair and replacement funding to be allocated to low-income and disadvantaged communities, with reduced matching fund requirements for these communities.

Caps annual spending on the charger repair and replacement program at 20% of total Clean Transportation Program appropriations in any fiscal year.

Requires applicants to provide matching funds or in-kind contributions and mandates repaired or replaced chargers meet commission standards developed under existing law.
