Authorizes the California Transportation Commission to relinquish a specified portion of Route 1 to the City of Laguna Beach if the Department of Transportation and the city enter into an agreement for relinquishment.

The relinquished portion of Route 1 extends between Moro Ridge Road and Via Mentone in Laguna Beach.

Relinquishment becomes effective the day after the county recorder records the commission's relinquishment resolution.

Upon relinquishment, the portion ceases to be a state highway and becomes ineligible for future adoption under Section 81.

The City of Laguna Beach must maintain traffic flow continuity on the relinquished portion, including traffic signal progression, and maintain signs directing motorists to the continuation of Route 1.
