Removes the October 1, 2023 operative date from existing law governing collective bargaining disputes for In-Home Supportive Services (IHSS) workers

Changes the 1991 Realignment funding withholding penalty from a fixed 10% of a county's prior fiscal year IHSS Maintenance of Effort requirement to an unspecified percentage (blank in bill text)

Withholding applies when counties fail to reach a collective bargaining agreement within 90 days after a factfinding panel releases recommended settlement terms, and continues annually until agreement is reached

Requires counties to meet specific conditions before penalty applies, including completion of mediation and factfinding processes and having an expired IHSS collective bargaining agreement
