Increases fees for "Have a Heart, Be a Star, Help Our Kids" license plates, with specialized plates rising from $50 to $90 for initial issuance and $40 to $80 for renewal, and department-assigned plates rising from $20 to $40 for initial issuance and $15 to $30 for renewal.

Allocates 50% of fees collected on or after January 1, 2026, to childcare licensing (State Department of Social Services) and local childcare resource and referral programs in equal measure, with a minimum allocation floor for the state department matching 2022-23 fiscal year levels.

Directs 50% of remaining funds after childcare allocation to child abuse prevention programs, with 90% going to county children's trust funds for community services and 10% to the State Children's Trust Fund for public education and training.

Allocates the final 50% of remaining funds to childhood injury prevention programs through First 5 county commissions, the State Department of Public Health, and the Safer California Project, addressing categories including vehicular safety, drowning prevention, firearm safety, and mental health-related injuries.

Requires the nonprofit organization administering the California Unintentional Injury Prevention Strategic Plan Project to report annually to the State Department of Public Health and provide technical assistance and training to county programs, limited to no more than 5% of childhood injury prevention funds.
