Requires the State Department of Education to establish the Office of Small School Facilities and Construction to provide assistance and guidance to small school districts with average daily attendance of 2,500 pupils or fewer.

Mandates the department provide requested assistance to small school districts in evaluating existing facilities, assessing facility conditions, and justifying needs for new schoolsites, rehabilitation, or replacement facilities.

Requires the department to collaborate with the Office of Public School Construction to help small school districts identify, apply for, and acquire state school facilities funding, including annually informing districts of available funding opportunities.

Directs the State Department of Education to assign existing staff to the office to provide direct assistance and support to small school districts.

Becomes operative only if voters approve a statewide bond act providing money for school facilities at the November 5, 2024 general election.
