Authorizes the Secretary of Food and Agriculture to enter into goods and services contracts using funds from the California Agricultural Export Promotion Account and federal international activity funds, exempting these contracts from state contracting requirements including Public Contract Code Section 10295.

Permits funds from the Agricultural Export Promotion Account to be used for representational allowances including business-related meals with foreign and federal officials (not exceeding 300 percent of established per diem rates) and representational gifts (not to exceed $100 per item).

Expands the Governor's Office of Business and Economic Development authority to accept state, federal, and private sector funds for operating international trade and investment offices, trade shows, and related promotional activities, depositing funds into the Economic Development and Trade Promotion Account.

Allows the Director of GO-Biz to expend funds from the Economic Development and Trade Promotion Account and other authorized sources for international market development activities through goods and services contracts up to $200,000 without fiscal year limitations, with exemptions from state contracting requirements.

Authorizes use of Economic Development and Trade Promotion Account funds for representational allowances including business-related meals with foreign and federal officials (not exceeding 300 percent of per diem rates) and representational gifts (not to exceed $100 per item), with required public disclosure reporting within 30 days of donations received.
