Expands the definition of "motel or hotel" to include bed and breakfast inns and other similar transient lodging establishments.

Adds physical violence to hotel guests as a permissible reason for terminating a shelter program participant's enrollment, alongside existing reasons like violence to staff or other participants.

Exempts shelter program operators from providing 30-day notice if a participant self-exits the program, and allows amended termination notices with shortened timelines if a stay is extended less than 30 days due to time limits.

Prohibits hotels and motels from adopting shelter-participant-specific termination policies, access restrictions, or fees that differ from policies applied to other guests.

Extends indefinitely the operation of shelter program provisions that were previously set to expire on January 1, 2025.
