Authorizes the Research Advisory Panel to hold closed sessions for discussing, reviewing, and approving research projects containing sensitive and confidential information, including trade secrets, intellectual property, or proprietary information whose public disclosure is prohibited by law.

Designates the Research Advisory Panel as a multimember advisory body solely for purposes of conducting teleconference meetings under Section 11123.5 of the Government Code, allowing meetings without requiring a quorum of members at a primary physical location.

Requires the Research Advisory Panel to submit a report to the Legislature by January 1, 2026, detailing the backlog of applications, including the number of applications reviewed and those still pending.

These provisions become inoperative and are repealed on January 1, 2027.

Took effect immediately as an urgency statute upon Governor approval on July 18, 2024.
