Requires health care service plans and health insurance policies issued, amended, or renewed on or after July 1, 2025, to cover emergency room care and follow-up treatment for rape or sexual assault survivors without cost sharing (copayments, coinsurance, deductibles) for the first 9 months after treatment initiation.

Prohibits health care plans and insurers from requiring enrollees or insureds to file a police report, have charges brought against an assailant, or have an assailant convicted as conditions for providing coverage.

Defines "follow-up health care treatment" as medical or surgical services for diagnosis, prevention, or treatment of medical conditions resulting from rape or sexual assault under specified Penal Code sections.

Exempts specialized health care service plans and specialized health insurance policies from these requirements, and applies the cost-sharing waiver only when treating providers submit claims using accurate rape or sexual assault diagnosis codes.

For high deductible health plans, the cost-sharing waiver applies only after an enrollee's annual deductible has been satisfied.
