Establishes the California Mini-Corps (CMC) program in statute, a statewide instructional program providing tutoring services to currently migratory children in transitional kindergarten through grade 12 and preparing bilingual college students for teaching careers.

Requires the Department of Education to annually select one county office of education to voluntarily administer the program and operate at least 20 program sites at institutions of higher education.

Mandates county offices of education to provide tutor identities to the Commission on Teacher Credentialing by June 1 each year, and requires the commission to report by July 31 which tutors earned preliminary teaching credentials.

Requires annual reporting to the Legislature and Department of Finance on the number of currently migratory children served statewide and the number of tutors who subsequently enrolled in educator preparation programs or earned teaching credentials.

Directs the Department of Education to annually report online the total number of migrant children statewide, disaggregated by school district, county office of education, and charter schools.
