Requires electrical and gas corporations to include in applications for capital expenditure authorization or recovery their best estimate of the application's impact on annual revenue requirement for each year the expenditures remain in the rate base.

Requires corporations to provide the net present value of the application's impact on annual revenue requirement as part of their estimates.

Directs the Public Utilities Commission to determine in a scoping ruling whether such estimates are required for each application.

Requires the Public Utilities Commission to mandate that corporations provide supporting workpapers and calculations for all estimates submitted.

Specifies that no state reimbursement is required because any costs incurred by local agencies or school districts result from changes to criminal penalties under the Public Utilities Act.
