Deems all elements of liability for dangerous road conditions to be automatically established for claims against the Department of Transportation for auto glass damage on a specific stretch of Route 80 in Placer County, if conditions are met.

Applies only to damage occurring between January 1, 2023, and April 30, 2023, on Route 80 from Douglas Boulevard Overcrossing (postmile 1.975) to the junction with Route 65 (postmile 4.160).

Requires that damage be alleged to result from road surface deterioration, including potholes and debris, and that claims seek compensation only for repair or replacement of auto glass.

Requires claimants to present a claim to the Department of Transportation in compliance with the Government Claims Act before pursuing legal action.

Sunsets on January 1, 2027, after which the provision is repealed.
