Establishes the California-Mexico Higher Education Development and Academic Exchange Program for student exchanges between California public universities (UC, CSU, California Community Colleges) and Mexican universities, effective starting in the 2025-26 school year through January 1, 2031.

Provides for 400 California students to study at Mexican universities and 400 Mexican students to study at California public universities each year, with no tuition or fees charged by the exchanging institutions.

Allocates up to $15,000 per student for travel and living expenses through the California-Mexico Higher Education Development and Academic Exchange Program Fund.

Establishes a $60 million regional matching fund with $40 million intended from California and $20 million from Mexico, though Mexico's matching contribution is not required as a condition of implementation.

Program becomes operative only upon legislative appropriation of funds and automatically repeals on January 1, 2031.
