Repeals the existing Licensed Physicians and Dentists from Mexico Pilot Program and establishes two separate programs: the Licensed Physicians from Mexico Program and the Licensed Dentists from Mexico Pilot Program.

Allows up to 155 physicians from Mexico to practice medicine in California under nonrenewable three-year licenses between January 1, 2025 and January 1, 2029, with increasing caps of 195, 225, 255, and 275 physicians during subsequent four-year periods through January 1, 2045.

Requires physicians to pass the Test of English as a Foreign Language or Occupational English Test instead of enrolling in English classes, and removes the mandatory six-month externship requirement while adding electronic medical records and medical charting training to the orientation program.

Permits the Dental Board of California to issue three-year nonrenewable permits to up to 30 Mexican dentists who meet specified educational and examination requirements and complete an orientation program.

Allows applicants without a social security number or taxpayer identification number to obtain licenses if they seek appropriate visas within 14 days and provide a social security number within 10 days of receiving their visa.
