Eliminates the exemption for State Department of Social Services regulated child daycare facilities from swimming pool safety requirements, making them subject to the Swimming Pool Safety Act.

Requires licensed family daycare homes with in-ground pools to have an enclosure meeting specified standards plus either a safety pool cover meeting ASTM F1346-23 or an alarm meeting ASTM F2208, along with visible rescue equipment.

Requires licensed daycare centers with in-ground pools to have either an enclosure or self-closing door plus a second redundant safety feature preventing unsupervised child access to the pool area, with visible rescue equipment.

Mandates daily inspections of all safety features and equipment at daycare facilities with pools, with inspection logs to be provided to the department upon request.

Requires the State Department of Social Services to adopt regulations establishing drowning prevention safety standards for all swimming pools and bodies of water at regulated daycare facilities by January 1, 2027, with interim standards permitted until that date.
