Requires the Department of Transportation to mitigate impacts of infrastructure projects that interfere with or eliminate trail access to parks and recreational areas.

Mandates the department maintain safe access for existing trail users or provide alternative safe access to those parks and recreational areas.

Defines "infrastructure projects" as new or existing infrastructure funded or maintained by the department.

Defines "trail" as any paved or natural surface path used for human passage, including multiuse, equestrian, cyclist, and pedestrian trails.

Defines "users of existing trails" to include pedestrians, cyclists, and equestrians.
