Authorizes counties or regional groups of counties to establish interagency overdose fatality review teams to identify, review, and facilitate communication regarding overdose fatalities and develop prevention strategies.

Specifies team membership may include forensic pathologists, coroners, medical examiners, law enforcement, public health staff, district attorneys, drug treatment providers, and representatives from health plans and nonprofits.

Makes all oral and written communications and documents produced by overdose fatality review teams confidential and not subject to disclosure or discovery, except that team recommendations may be disclosed at the discretion of a majority of team members.

Requires health care providers and covered entities to share protected health information, medical records, and mental health records (excluding psychotherapy notes) with review teams for cases under review, and permits disclosure of criminal history information and probation records as needed.

Requires counties to use information and recommendations from review teams to develop education, prevention, and intervention strategies to improve treatment coordination and prevent future overdose deaths.
