Prohibits developers from using personal information of consumers under 16 years old to train or fine-tune artificial intelligence systems without affirmative authorization from the consumer or parent/guardian, except when necessary to protect the consumer from imminent threats to physical health or safety.

Requires developers to deidentify and aggregate personal information before using it to train or fine-tune AI systems when authorization is provided.

Defines "artificial intelligence" as an engineered or machine-based system that infers from inputs how to generate outputs that can influence physical or virtual environments.

Defines "train" as exposing an AI system to data to alter the relationship between inputs and outputs, and adds "fine-tune" as exposing a trained AI system to additional data to further adjust that relationship.

Declares the act furthers the purposes and intent of the California Privacy Rights Act of 2020 (Proposition 24).
