Adds two new members to county Community Corrections Partnerships: a representative from a community-based organization with experience providing behavioral health treatment services to persons with criminal convictions, and a representative from a Medi-Cal managed care plan offering Enhanced Care Management benefits.

Requires the executive committee voting on local community corrections plans to include all three department heads (social services, mental health, and alcohol and substance abuse programs) with each head receiving votes equivalent to the number of departments they represent, rather than just one representative.

Requires local Community Corrections Partnerships to submit accepted plans annually to the Board of State and Community Corrections, with county board of supervisors attestation of plan acceptance and accuracy.

Mandates plans include quantifiable goals for improving community corrections, including reducing jail population and bookings, reducing average jail stay length, increasing postrelease connections to behavioral health services, and reducing recidivism rates.

Requires county goals to include specific targets for reducing disparities among populations disproportionately represented in the community corrections system, including individuals with serious mental illness or substance use disorders, Black and Indigenous people of color, and LGBTQ+ individuals.
