Authorizes each California State University campus to observe Lunar New Year (the date corresponding with the 2nd or 3rd new moon following the winter solstice) as a paid holiday and close on that day.

Allows CSU campuses to replace observing another prescribed holiday with Lunar New Year observance, or to observe Lunar New Year on the preceding or following weekday if it conflicts with another non-replaced holiday.

Requests (but does not mandate) each University of California campus to be authorized to observe Lunar New Year as a holiday under the same conditions as CSU campuses.

Entitles CSU employees and requests UC employees be entitled to paid holiday status on Lunar New Year if they are in a paid status during any portion of the working day immediately before or after the holiday.

Provisions are subject to collective bargaining agreements, with memoranda of understanding taking precedence; expenditure-requiring provisions require Legislature approval in the annual Budget Act.
