Requires the Judicial Council and State Department of Social Services to form a working group by July 1, 2025, to make recommendations on court-ordered parenting classes with assistance from the County Welfare Directors Association of California.

Working group must evaluate currently active programs in the California Evidenced-Based Clearinghouse for Child Welfare, assess outcomes of court-ordered parenting classes, and determine efficacy for parent-child reunification.

Working group shall set standards for authorized parenting classes, develop a list of court-approved parenting classes, and include representatives from judicial bodies, social services, community organizations, researchers, parents with lived experience, and child welfare experts.

Requires inclusion of culturally relevant and tribal education programs in the authorized parenting classes list to ensure representational diversity and lived experience perspectives.

Working group must report findings and recommendations to the Senate Committee on Human Services, Assembly Committee on Human Services, the Legislature, and the Judicial Council by August 1, 2026.
