Prohibits the City of Los Angeles Employee Relations Board and Los Angeles County Employee Relations Commission from awarding strike-preparation expenses as damages in unlawful strike cases.

Prohibits these two commissions from awarding damages for costs, expenses, or revenue losses incurred during or as a consequence of an unlawful strike.

Grants the Public Employment Relations Board exclusive initial jurisdiction over requests for injunctive relief seeking to enjoin employee organization or activity (including strikes) involving the City of Los Angeles or County of Los Angeles.

Maintains the existing authority of the City of Los Angeles and County of Los Angeles employee relations commissions to take actions on recognition, unit determinations, elections, and unfair practices.

Makes legislative findings that a special statute is necessary for these two local commissions due to their unique status and the Public Employment Relations Board's superior enforcement resources and experience in complex labor disputes.
