Amends Section 5848 of the Welfare and Institutions Code to expand stakeholder participation requirements in county mental health program planning.

Requires counties to include representatives from youth in historically marginalized communities, organizations serving underserved racially and ethnically diverse communities, and LGBTQ+ communities when developing 3-year mental health program and expenditure plans.

Mandates counties demonstrate meaningful stakeholder involvement throughout mental health policy, program planning, implementation, monitoring, quality improvement, evaluation, and budget allocation processes.

Maintains existing 30-day public comment period and mental health board public hearing requirements for draft plans and updates.

Provides that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made pursuant to existing state mandate procedures.
