Requires the reasoning statement to detail how the violation was reported, investigatory steps taken, the department's determinations, and any mitigating evidence that justified not imposing a fine.

Applies to violations of Section 70217 of Title 22 of the California Code of Regulations or any successor regulation governing licensed nurse-to-patient ratios in general acute care hospitals.
