Makes it unlawful to knowingly transfer a firearm to a person registered on the list; violations are punishable as a misdemeanor with an additional $2,000 fine for licensed firearms dealers and potential license revocation.

Allows registered individuals to request removal from the list no sooner than 7 days after registration; the department must process removal within 21 days unless the person is otherwise prohibited from firearm possession.

Requires hospitals and state-funded suicide hotlines to provide informational materials about the Do Not Sell List to individuals at substantially elevated risk of suicide, with confidentiality protections preventing inquiries or adverse actions based on registry status.
