Exempts bear bins from collection bin lid color requirements and makes bear bin deployment an eligible infrastructure project for grant funding in areas with significant bear-related public safety issues.

Changes compliance review schedule from every 2 years to every 4 years for jurisdiction source reduction and recycling elements and household hazardous waste elements.

Requires department to evaluate carbon farming incentives and maximize local benefits of edible food recovery programs, including exploring use of recovered food in local animal feed operations.
