Increases notice requirement for planning commission hearings on zoning ordinances or amendments that affect permitted uses of real property from 10 days to 20 days before the hearing.

Notice must be published, posted, mailed, and delivered, or advertised, as applicable, at least 20 days prior to the hearing.

Applies to all California cities, including charter cities, as a matter of statewide concern rather than a municipal affair.

Requires state reimbursement to local agencies and school districts for any costs mandated by this bill, pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
