Authorizes the City of Los Angeles to adopt alternative building regulations for converting nonresidential buildings to residential Group R-1 or R-2 uses, excluding buildings with industrial uses.

Requires Los Angeles to have a compliant housing element and adopt an ordinance facilitating adaptive reuse projects before adopting alternative building regulations.

Mandates the city make express findings that alternative regulations are equivalent to California Building Standards Code or provide equivalent protection for public health, safety, and welfare, then file regulations and findings with the California Building Standards Commission.

Requires at least two public meetings with public comment under the Ralph M. Brown Act before adoption, with final regulations adopted at a public meeting of the city's legislative body.

Automatically repeals this section and any adopted alternative standards upon the effective date of state adaptive reuse building standards under Section 17921.9, or January 1, 2029, whichever occurs first.
