Maintains the 12-month restriction period on contributions following final decisions in licensing and permit proceedings (previously proposed to reduce to 3 months).

Applies to officers of state agencies while proceedings involving licenses, permits, or other entitlements for use are pending, and requires disclosure of contributions exceeding $1,500.

Declares the bill furthers the purposes of the Political Reform Act of 1974, requiring a two-thirds vote in each house of the Legislature for passage.
