Requires law enforcement agencies to review case files for open unsolved murders upon written application by immediate family members or their legal representatives.

Defines "open unsolved murder" as a murder committed after January 1, 1990, more than one year prior to application, previously investigated, with all probative leads exhausted and no identified suspect.

Mandates case file review must be completed within 90 days (extendable by 45 days) and include analysis of missed investigative steps, witness interviews, forensic testing, and updates to current investigative standards.

Requires reinvestigation if case file review determines it would produce probative leads, and prohibits persons who previously investigated the case from conducting the review or reinvestigation.

Establishes five-year waiting period before additional case file reviews can be requested unless newly discovered, materially significant evidence emerges.
