Expresses legislative intent to review California's essential health benefits benchmark plan and establish a new benchmark plan for the 2027 plan year.

Limits the current benchmark plan (Kaiser Foundation Health Plan Small Group HMO 30 plan from Q1 2014) to apply only to plan years on or before 2027, rather than indefinitely.

Amends Section 1367.005 of the Health and Safety Code and Section 10112.27 of the Insurance Code to include the temporal limitation on the benchmark plan applicability.

Applies to individual and small group health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2017.

Requires coverage of essential health benefits as defined under the federal Patient Protection and Affordable Care Act, including ambulatory services, emergency care, hospitalization, maternity care, mental health services, prescription drugs, and pediatric services.
