Requires county elections officials to notify voters by nonforwardable, first-class mail whenever a voter's registration is changed, updated, or canceled for any reason.

Notifications must include a postage-paid and preaddressed return form and contain the nature of the change or cancellation reason, county elections office address and toll-free number, and instructions to contact the office within 15 days if the voter believes an error occurred.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies and school districts shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
