Expands criteria courts must consider when issuing gun violence restraining orders to include threats or acts of violence directed toward groups or locations, not just individuals.

Authorizes courts to consider additional risk factors including unlawful firearm use, stalking, animal cruelty, threats to advance political objectives, and violations of out-of-state firearm-prohibiting protective orders.

Includes city attorneys and county counsel pursuing gun violence restraining orders in the definition of "criminal justice agencies" authorized to access state and local summary criminal history information.

Allows disclosure of criminal history information between criminal justice agencies and to entities pursuing gun violence restraining orders without restriction.

Declares no state reimbursement required for local agencies under Proposition 98 because costs result from creating new crimes or changing crime definitions.
