Expands protections in the Equity in Higher Education Act to explicitly include discrimination based on disability, gender, gender identity, gender expression, nationality or national identity, race or ethnicity, religion, sexual orientation, and immigration status.

Defines "nationality" or "national identity" to include actual or perceived shared ancestry, ethnic characteristics, citizenship, or residency in a country with a dominant religion or distinct religious identity.

Specifies that "discrimination on the basis of religion" includes anti-Semitism and Islamophobia, and that discrimination against religious students involving racial, ethnic, or ancestral slurs constitutes discrimination based on nationality or national identity.

Requires California Community Colleges, California State University, independent institutions receiving state financial assistance, and private postsecondary institutions receiving state financial assistance to include training addressing discrimination against the five most targeted groups in the state as part of general antidiscrimination or diversity, equity, and inclusion training; requests University of California participation.

Determines the five most targeted groups by referring to the highest bias motivation subcategories in the Attorney General's annual "Hate Crime in California" publication, with training to exclude sole focus on specific groups like age, disability, or sexual orientation.
