Department of Housing and Community Development must convene a working group by December 31, 2025, including the California Building Standards Commission, State Fire Marshal, Energy Commission, and other stakeholders to research amendments to state building standards

Working group will focus on allowing residential developments of 3 to 10 units to be built under California Residential Code requirements while maintaining health and safety standards

Department must provide a one-time report of findings to the Legislature by December 31, 2026, as part of its annual report

If amendments are recommended, the department shall research and consider proposing such standards for adoption by the California Building Standards Commission for the next triennial update of the California Building Standards Code occurring on or after January 1, 2026
