Requires California State University to develop and implement a systemwide and campus-level reconciliation master plan by July 1, 2026, to address cultural and political conflicts on campus; requests the University of California to do the same.

Requires California State University Chancellor to convene stakeholder workgroups by July 1, 2025, including faculty, staff, students, and civil rights experts, to submit recommendations to the Legislature within 9 months of first meeting.

Requires California Community Colleges to develop and implement a reconciliation master plan within 18 months of a legislative appropriation, with a stakeholder workgroup to be convened within 6 months of appropriation.

Reconciliation master plans must include options for alternative dispute resolution with emphasis on ensuring students have a forum to be heard and feel safe during cultural and political conflicts.

Repeals the CSU stakeholder workgroup requirements on January 1, 2030, and the Community Colleges workgroup requirements on January 1 four years after the appropriation for the workgroup becomes effective.
