Orange County Board of Supervisors members cannot award district discretionary funds to community or nonprofit organizations unless the full board approves by majority vote.

Board must post quarterly logs on its website showing planned and actual costs, spending timelines, funding purposes, eligibility requirements, and total dollars awarded for district discretionary funds.

Supervisors running for re-election with opponents cannot take actions related to spending district discretionary funds within 90 days before an election, including placing agenda items, announcing awards, or making ceremonial presentations.

Supervisors may still attend events hosted by organizations that received district discretionary funds if the event is not held in the supervisor's honor.

Bill applies only to Orange County and includes legislative findings that special statute is necessary to ensure integrity and transparency of county discretionary spending and reduce perception of corruption.
