Modifies notice requirements for voter registration cancellations until July 1, 2025, requiring county elections officials to provide notice 15-30 days before cancellation for mental incapacity, prison commitment, or failed address verification cases, and within 15 days before or after cancellation for death-related cancellations.

Requires the Secretary of State to submit monthly progress updates starting January 1, 2025 through July 1, 2025 to specified legislative committees detailing efforts to implement and achieve compliance with voting rights disqualification and restoration laws.

Establishes a sunset date of July 1, 2025 for the amended Section 2201, with a permanent version becoming operative on that date that consolidates notice requirements for mental incapacity, prison commitment, change of residence, and death into a single 15-30 day notice period.

Requires preaddressed return forms with the cancellation notices to allow voters to dispute the cancellation and provide updated residential or mailing addresses.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated local costs, reimbursement shall be made pursuant to existing statutory procedures in Government Code Section 17500 et seq.
