California State University shall develop and implement a four-year accountability plan for outreach to and admission of first-generation college students, with the University of California requested to do the same.

Outreach efforts must target geographic areas of California that are disproportionately underrepresented in segment admissions and have low completion rates of A-G college admission requirements.

Plans may build off existing initiatives, programs, or plans already in place at each segment for first-generation college student outreach.

California State University and University of California must submit annual reports to the Assembly Committee on Education, Assembly Committee on Higher Education, and Senate Committee on Education starting January 1, 2026, and each January 1 thereafter regarding implementation of the accountability plan.

Annual reports may include legislative recommendations to prioritize first-generation college students for outreach and admission and must comply with Government Code Section 9795.
