Establishes the 911 Public Education Campaign administered by the Office of Emergency Services in collaboration with the State 911 Advisory Board to educate the public on appropriate use of 911.

Campaign goals include raising awareness about when to call and not call 911, alternatives such as the 988 hotline and police nonemergency numbers, reducing unnecessary 911 calls, and reducing system delays caused by nonemergency calls.

Requires the campaign to allow local public safety agencies to tailor messaging for their areas and distribute primarily through social media via local public agency channels.

Directs the Office of Emergency Services to collaborate with the State 911 Advisory Board to oversee the campaign and create messaging.
