Requires primary care clinics and hospital emergency departments to offer syphilis testing at least once per year to patients who are sexually active and at least 15 years of age, with authorization to test patients under 15 as permitted under Family Code Section 6926.

Exempts a patient's primary care clinic from this requirement if the patient has been tested or offered and declined the test within the previous 12 months.

Permits primary care clinics and emergency departments to charge patients for the cost of syphilis testing.

Specifies that violations of this requirement do not constitute a crime.

Sunsets on January 1, 2030, making the requirement inoperative after that date.
