Extends the repeal date of the Wholesale Regional Water System Security and Reliability Act from January 1, 2026 to January 1, 2036, continuing oversight of San Francisco's capital improvement projects for the regional water system.

Requires regional wholesale water suppliers to submit annual reports to the Legislature and State Water Resources Control Board by February 1 of each year describing progress on securing supplemental water sources for dry years.

Mandates that San Francisco continue operating Tuolumne and Stanislaus County reservoirs to prioritize water delivery to the bay area over hydroelectric power generation, unless the Secretary of the Interior objects based on the Raker Act.

Requires the State Water Resources Control Board to ensure the bay area regional water system complies with California's Safe Drinking Water Act and federal Environmental Protection Agency guidelines.

Declares the continued reliability of the regional water system a statewide concern that applies to all cities, including charter cities, and exempts the state from reimbursement obligations because local agencies can levy sufficient service charges and fees.
